In October of 2006, The United States Congress enacted the Safe Port Act of 2006. This new law went into effect on January 26, 2009. Among other provisions, the law requires Customs and Border Protection (CBP) to collect more information on an Import Shipment other than what was previously required with the AMS and ABI systems. In order to comply with the new rules, importers are required to electronically file the following 10 data elements twenty four hours in advance of vessel loading:
• Manufacturer name and address
• Seller name and address
• Consolidator name and address
• Container stuffing location
• Buyer name and address
• Delivery Location
• Importer Number
• Consignee Number
• Country of Origin
• Harmonized Tariff Schedule Number
In addition, the Ocean Carriers are required to submit the following 2 data elements within 48 hours of vessel departure from the last foreign port. This regulation is called the Importer Security Filing (ISF), commonly referred to as the “10 + 2” Ruling.
